About DholeraDholera Smart City is India's first greenfield planned city, developed within the Dholera Special Investment Region (SIR) in Gujarat — a government-notified zone designed for large-scale industrial and urban development under a single master plan, rather than the unplanned growth typical of most Indian cities.
Dholera's story stretches back to a 1970s-era irrigation and coastal-development vision, but the modern SIR was formally notified in 2009 as part of the Delhi-Mumbai Industrial Corridor (DMIC), giving it decades of policy continuity across multiple state governments — a rare trait among Indian megaprojects. The Activation Area, roughly 22.5 square kilometres, was chosen as the first zone to receive full trunk infrastructure specifically so that early investors and industries would have a de-risked, serviced area to build on immediately, rather than waiting for the entire ~920 square kilometre SIR to develop at once.
