Dholera Special Investment Region (SIR) is India's first and largest greenfield industrial and urban development region, spread across dozens of villages south-west of Ahmedabad along Gujarat's coast. Unlike most Indian real estate markets, where growth happens organically and unevenly, Dholera was designed top-down: a single master plan, a dedicated development authority (DICDL), and statutory Town Planning schemes that govern exactly how land can be used, zoned, and built on.
For years, critics called Dholera a "paper city" — long on promises, short on delivery. That description no longer holds. The Activation Area, the first fully serviced zone within the wider SIR, now has functioning roads, drainage, water supply and administrative infrastructure. The ABCD Building runs a live ICT dashboard monitoring the city's core utilities, something few Indian cities — planned or unplanned — can claim even today.
What changed the equation in 2025–26 was anchor investment. A large-scale semiconductor fabrication plant, multiple data-centre campuses, and a dedicated solar manufacturing park gave Dholera something most planned cities lack early on: a genuine reason for people to work there, not just invest speculatively. Employment follows industry, and housing and commercial demand follow employment.
That said, Dholera remains a long-horizon story. The full SIR — beyond the Activation Area — will keep developing over the next 10–15 years. Treat any promise of "instant" returns with scepticism, and treat verified infrastructure milestones, government budget allocations, and confirmed industrial tenants as the metrics that actually matter.
